The selective "targeting" of conservative or tea party groups isn’t the real scandal in the IRS.  The real scandal is that all the groups were small.  The largest Super PACs of either party got an easy pass in the 501 (c) 4 arena, as always. This is a continuing problem when it comes to the IRS.  Pushed by their supervisors and congress to be more efficient and to close more cases, inspectors, auditors, and case agents rationally pick on the easy cases,
